About the ProgramThe RESTORE Louisiana Homeowner Assistance Program helps Louisiana residents repair or replace homes damaged by hurricanes, including manufactured and mobile homes, through federal grant funding. In some cases, qualified homeowners may be eligible for a full manufactured home replacement. ❋ Home Repair & Rebuilding AssistanceThe program can help cover the cost of repairing or fully rebuilding hurricane-damaged primary homes, including manufactured and mobile homes.
❋ Manufactured Home ReplacementManufactured Housing Unit (MHU) repair and replacement is included under eligible activities. In many cases, homeowners may be able to use their grant toward a brand-new manufactured home.
❋ Grant Funding (No Repayment Required)This is federal grant funding provided through HUD. It is not a loan and does not need to be repaid.

EligibilityWho Can Apply for RESTORE Louisiana Assistance
To be considered for help through the RESTORE Louisiana program, applicants generally need to meet all of the following conditions:
✓ You lived in the home as your primary residence
You must have owned and been living in the property when the disaster occurred, and still retain ownership.
✓ The damage was caused by a qualifying federally declared disaster
This includes events such as Hurricanes Laura, Delta, Ida, Zeta (2020–2021), or Francine (2024).
✓ FEMA has confirmed significant damage
You need to have applied for FEMA Individual Assistance and received a determination showing major or severe impact, such as at least $8,000 in home damage, 1 foot or more of flooding, or $3,500+ in personal property losses.
✓ Eligible property types
The program covers owner-occupied single-family homes, duplexes, manufactured/mobile homes, and condominiums.
✓ Property is in a designated disaster parish
For Hurricane Francine, eligible parishes include Ascension, Assumption, Jefferson, Lafourche, St. Charles, St. James, St. John, St. Mary, and Terrebonne. Earlier storms (2020–2021) included a wider set of 47 parishes.
✓ Citizenship or legal residency requirement
Applicants must be U.S. citizens or have legal residency status. Language assistance is available if needed.
How Other Assistance Affects Your Grant Amount
If you receive help from other sources such as insurance payments, FEMA support, or SBA disaster loans, that amount is taken into account when calculating your RESTORE grant. The program is designed to fill the gap, meaning it only covers the remaining costs that haven’t already been paid for through other aid.
How It WorksThe RESTORE Louisiana Program follows a step-by-step process to help homeowners recover and rebuild after storm damage. Here’s a simple overview of what to expect:

Homeowners begin by completing the program survey and providing basic information about their property and storm-related damage. Survey availability and deadlines may vary depending on the storm event.

An environmental review is completed as part of the federal requirements for the program. This process is handled by the program and typically does not require any action from the homeowner.

Once your survey is reviewed, eligible applicants are invited to submit a full application along with documents related to ownership, occupancy, and property damage.

The program reviews the submitted information and schedules an inspection to assess the damage to the home. Some older homes may also require additional evaluations based on federal guidelines.

After the inspection and eligibility review are completed, applicants receive a grant determination explaining the amount of assistance available and the next steps in the process.

Homeowners may have different options available depending on their situation, including program-managed construction or handling the rebuilding process independently with their own contractor or manufactured home provider.
